Selectmen’s Meeting Minutes
Thursday – December 10, 2009 – 6:00 pm

Present: Chairwoman, Karen Day; Selectman, Jarvis Adams, IV; Selectman, Aaron Kullgren,
Minutes: Debra Davidson
Call to order: Day called meeting to order at 6:00 pm
Appointments:
6:00 – Kevin McDonald – To discuss highway matters
·       Vacant position – Another full-time employee is necessary, plow routes are set up, and without the 3rd person it creates chaos. McDonald explained the logistics of the need for 4 full-time employees.  Kevin will prepare an ad for the paper next week.
·       Storm – All went well during yesterday’s storm.  Former DPW Supervisor, Duffy Fox helped out with the plow routes, and educating McDonald as to the best ways to plow as well as other matters that came up for discussion.  Deb mentioned the sidewalk should be plowed up to the beginning of the Shaw driveway. Residents do walk on sidewalks to get to town.
·       Blanchard Hill Road - Discussed David Plourde’s request of last week regarding snow plowing.  McDonald has not had a chance to discuss this with Mr. Plourde, has discussed it with Duffy Fox.  McDonald will be in touch with Plourde next week.
·       Security for DPW – A locking gate will be installed by this weekend.  New locking doorknobs are going to be installed at the DPW shed.
·       2010 budget – Briefly discussed the proposed budget.  Gravel Pit, cost of gravel, and road priorities for 2010 were discussed.

Selectmen approved the minutes of December 3, 2009 as written.

Old Business:
Tree lighting – The annual Tree lighting and caroling will be held on Saturday, December 19, 2009 after the Christmas Carol.  The lighting will take place at the Library.  Hot chocolate & snacks will be provided.  
Stove update – Kevin McDonald spoke with Gettins Electric in Fitchburg, there is an electrical device that will work as an automatic shut off.  McDonald has spoken with a local electrician regarding wiring the stove as 220 v, the electrician will look at it next week.
2010 budget – Selectmen reviewed the 2010 budget.
New business:
Mail - Selectmen reviewed the miscellaneous mail
Walkway lights – Selectmen discussed the Town can purchase LED lights the price is 2 for $50.00.  If installed it would save a significant amount of money on the electricity.  Selectmen authorized the purchase of two as a test to see how they work.
Town Meeting Warrant Article – Selectmen discussed the proposed warrant articles submitted by the mountaineers.  No decisions were made at this time.
Night sky presentation – There will be a night sky presentation by Kelley Beatty, Thursday, Jan. 14, 2010 at 7:00 pm, at the Selectmen’s meeting.
Special Town Meeting – Selectmen briefly discussed the meeting to be held on Saturday.
Budget items – Library funds were discussed.  Brief discussion regarding if the Library should be given a lump sum check after Town Meeting approval, less payroll, and they can then determine how the funds will be spent, they would not need Selectmen’s approval if this were done.  Selectmen will look into the RSA overseeing this budget.  Administrative Assistant was instructed to contact the Local Government Center and the auditor to discuss this.  See what RSA requires, would this need town vote or not?
Library Chimney – Selectman Adams discussed he had a conversation with Library Trustee, MaryAnn Grant who indicated the chimney needs to be rebuilt on the Library.  Selectmen discussed this matter, it was determined the Trustees should defer to DPW Supervisor, Kevin McDonald.
Memo – Selectmen reviewed a memo from Treasurer, Katherine Heck outlining the past several years and interest paid by the town for the Tax Anticipation Note.  Kullgren commented, that Mrs. Heck is a much more efficient Treasurer than he ever was.
Christmas week – The Selectmen’s Office will be closed to the public the week of December 21 – December 25th.   There will be no Selectmen’s Meeting that week.
9:30 – In accordance with RSA 91A:3 II (c ) Chairwoman Day motioned to enter into a non-public session.  Seconded by Adams & Kullgren. Voted 3-0 in the affirmative.
10:00 motion by Day to enter out of non-public session and to further seal the minutes.   Seconded by Adams & Kullgren. Voted 3-0 in the affirmative.
Decision:  Approval of $600.00 rental assistance case #09-02.
Adjournment:  With no further business, the meeting adjourned at 10:20 pm.  The next Selectmen’s Meeting is scheduled for Thursday, December 17, 2009 at 6:00 pm.
